Political Crisis in Ukraine as Ousted Defense Minister Calls for Wartime Elections

KYIV, August 19, 2026 — Ukraine is facing a new political challenge after former Defense Minister Mykhailo Fedorov called for presidential elections to be held despite the continuing war with Russia, opening one of the most significant internal debates over President Volodymyr Zelenskyy’s leadership since the full-scale invasion began in 2022.

Fedorov, who was dismissed as defense minister in July, argued in a video address that the country is experiencing what he described as a systemic crisis of governance. He said Ukraine needs to develop a legal and secure mechanism that would allow democratic processes to continue even under wartime conditions.

The former minister acknowledged that organizing elections during an active war would present enormous challenges. Large numbers of Ukrainian troops remain deployed, millions of citizens have been displaced or are living abroad, and communities near the front line continue to face Russian attacks. Ukrainian law currently prevents national elections from being conducted while martial law is in force.

Fedorov’s intervention is particularly significant because he was previously considered a close Zelenskyy ally and became one of the government’s most prominent figures through his work on digitalization, military technology and drone warfare. His dismissal followed tensions within Ukraine’s military leadership and triggered protests in Kyiv and other cities.

Although Fedorov has not announced that he intends to run for president, his call has intensified speculation about Ukraine’s post-war political landscape. Reuters reported that polling indicates he could pose a serious electoral challenge to Zelenskyy if an election were held.

The controversy also comes as Ukraine faces renewed scrutiny over corruption and government accountability. On Wednesday, the country’s anti-corruption agencies announced an operation targeting an alleged criminal organization involving current and former lawmakers as well as senior figures associated with the presidential administration.

Zelenskyy’s government has previously maintained that elections must be conducted under conditions that guarantee security and allow soldiers, displaced Ukrainians and citizens living overseas to participate. Earlier this year, Zelenskyy said elections could take place once adequate security guarantees from Ukraine’s international partners were established.

Fedorov’s intervention therefore adds a new dimension to Ukraine’s wartime politics. What began as disagreements over military leadership and government reform is increasingly developing into a broader debate over democratic legitimacy, corruption and whether elections can—or should—take place before the war ends.

With fighting against Russia continuing and Ukraine confronting mounting political pressures at home, the dispute could become one of the most consequential domestic challenges facing Zelenskyy since the beginning of the full-scale invasion.
