Ukrainian President Volodymyr Zelensky says Kyiv has formally handed U.S. negotiators a set of proposals outlining a possible path toward ending the war with Russia, putting Washington once again at the center of diplomatic efforts to bring the more than four-year conflict to a close.

Zelensky said Ukraine had presented its ideas to the American side as discussions continue over what a future settlement could look like. The move represents another attempt by Kyiv to shape the terms of any U.S.-brokered negotiations and ensure that Ukrainian priorities remain part of the diplomatic process.

The Ukrainian president also emphasized Washington’s ability to influence the course of the conflict. He argued that the United States could strengthen Ukraine’s defenses, particularly its air-defense capabilities, while simultaneously increasing pressure on Moscow to change its approach and move toward ending the war rather than prolonging it.

The latest initiative comes after months of complicated diplomacy involving Washington, Kyiv and Moscow. Earlier this year, U.S. and Ukrainian officials discussed the possibility of an air ceasefire, which could restrict attacks by both sides as part of a broader effort to revive negotiations. The Kremlin said in July that it was too early to comment substantively on reports surrounding those discussions.

Territory and security guarantees remain among the most difficult issues separating the parties. Zelensky has previously resisted proposals that would require Ukraine to surrender the remaining Ukrainian-controlled parts of the Donbas in exchange for U.S. security guarantees, arguing that abandoning defensive positions there could create additional security risks for the country.

The diplomatic push is unfolding alongside continued military escalation. Ukraine has expanded its ability to conduct long-range drone and missile strikes against targets inside Russia, while Moscow continues attacks against Ukrainian cities, energy facilities and other infrastructure. That parallel military pressure means negotiations are advancing against the backdrop of an increasingly intense battlefield rather than an established ceasefire.

For Kyiv, submitting its proposals directly to U.S. negotiators is therefore about more than opening another diplomatic channel. Ukraine is seeking to influence the framework of any future agreement before negotiations reach a decisive stage and to avoid a settlement being shaped primarily through discussions between Washington and Moscow.

Whether the latest proposals can produce a breakthrough remains uncertain. Major differences over occupied territory, security guarantees, military arrangements and the conditions for a ceasefire continue to complicate efforts to reach an agreement.

Nevertheless, Ukraine’s decision to formally present Washington with its proposals signals that diplomatic efforts are continuing even as fighting intensifies. The coming negotiations could determine whether the latest U.S.-led initiative develops into substantive talks with Russia—or becomes another unsuccessful attempt to end Europe’s largest war in decades.
