Ukraine has received a new comprehensive peace proposal from the United States — a plan that Washington developed in consultation with Russian officials and that would require Kyiv to make sweeping concessions, according to President Volodymyr Zelenskyy’s office.
A 28-Point Blueprint for Ending the War
The document, described as a 28-point framework, was formally handed to Ukraine this week. According to individuals familiar with its content, the plan includes:
- Territorial concessions by Ukraine, including areas in the eastern Donbas region that Kyiv currently controls
- A substantial reduction of Ukraine’s armed forces, reportedly by about half
- Limitations on key weapons systems, effectively preventing Kyiv from fielding certain categories of military equipment
These provisions reflect positions long demanded by Moscow — and ones that Ukrainian leaders have consistently rejected during previous rounds of diplomacy.
Kyiv Confirms Receipt of the Proposal
Zelenskyy’s office issued a statement saying the plan was officially received from the US government and described by Washington as a potential path to “reinvigorate diplomacy.”
Ukraine said it was prepared to discuss the proposal “in a way that would lead to a just end to the war,” but emphasized that the process must respect core principles central to Ukraine’s sovereignty and security.
The president is expected to speak with US President Donald Trump in the coming days to discuss what Kyiv called “existing diplomatic opportunities” and the critical elements needed to achieve a sustainable peace.
Ukraine Signals Openness — With Conditions
The Ukrainian leadership stressed that it remained committed to engaging constructively with the United States and with partners in Europe and beyond.
“We stand ready, as always, to work with the American side and with our international partners to ensure that the outcome is peace,” the statement said.
A Plan That Will Be Closely Scrutinized
The proposal — drafted jointly by the Trump administration and Russian officials — marks one of the most direct attempts to broker a negotiated settlement since full-scale war began in 2022. But the concessions reportedly contained in the document are likely to spark intense debate inside Ukraine and across Europe.
For Kyiv, any diplomatic initiative that touches on territorial integrity, defense capability, or long-term security guarantees will require careful evaluation and broad international support.
The coming discussions between Kyiv and Washington could determine whether the plan becomes a foundation for renewed talks — or another proposal Ukraine cannot accept.
