EU Sanctions Nearly 1,600 People and Entities Linked to Russia’s Military Industry

The European Union has approved sanctions against 1,569 individuals and entities linked to Russia’s military-industrial complex, expanding pressure on the networks supporting Moscow’s war in Ukraine.

The measures cover 826 companies and 743 individuals, according to the Council of the European Union. The Council described the decision as its largest single set of sanctions listings since Russia began its full-scale invasion of Ukraine.

EU foreign policy chief Kaja Kallas said more than half of the new listings are connected to the production chain for ballistic missiles. European foreign ministers formally adopted the measures on Monday after EU envoys reached an agreement the previous Wednesday.

The focus on missile production places suppliers and industrial networks at the center of the latest European action. The listings target people and businesses that the EU identifies as supporting Russia’s military capacity, rather than concentrating solely on senior political figures.

The Council said the decision responds to Russia’s continued attacks on Ukraine, particularly its campaign against civilian infrastructure. It also follows a June European Council call to intensify pressure on Moscow through further sanctions.

The announcement marks a substantial expansion of the EU’s sanctions list. Its effect on Russian weapons production will depend on implementation and enforcement; the number of new listings alone does not establish how quickly military supply chains will be disrupted.
