German Chancellor Friedrich Merz said Tuesday that any negotiations to end Russia’s war in Ukraine must include Kyiv and European countries.
Speaking in Singapore, Merz argued that Russia and the United States could not resolve the conflict without Ukrainian participation. He reaffirmed continued support for Kyiv, describing the stakes as extending to Europe’s wider political order.
Merz said European governments were working to establish a negotiating framework with Moscow and welcomed Finland and Norway’s diplomatic outreach to Russian President Vladimir Putin.
