Britain Records Highest-Ever Referrals to Prevent Anti-Extremism Programme

Britain has recorded the highest number of referrals to its Prevent counter-radicalisation programme since records began, with government figures highlighting the particularly large number of children and young teenagers being referred over concerns about potential radicalisation.

Home Office data show that 8,778 referrals involving 8,517 individuals were made to Prevent in the year ending March 2025, representing a 27% increase from the previous year and the highest annual level since comparable records began in 2015.

Young people accounted for a substantial share of the cases. Those aged 11 to 15 represented 36% of referrals where age was known, making them the largest single age group. They also accounted for 39% of cases ultimately adopted by Channel, the multi-agency programme that provides support to people considered vulnerable to radicalisation.

The figures also reveal a changing extremist landscape. Concerns linked to extreme right-wing ideology accounted for 21% of referrals, compared with 10% involving Islamist extremism. A significant number of other referrals involved individuals whose concerns did not fit neatly into established ideological categories.

Schools and other educational institutions remained the largest source of referrals, accounting for 36% of the total, while police generated 30%. The figures underscore the increasingly important role played by teachers and safeguarding professionals in identifying young people who may be vulnerable to extremist influences.

Prevent is a central component of Britain’s counter-terrorism strategy and is intended to intervene before individuals progress toward terrorism or support for terrorist activity. Referrals do not mean that an individual has committed an offence or is necessarily an extremist; cases are assessed before authorities decide whether further intervention is required.

The record numbers are likely to intensify debate over how Britain responds to radicalisation, particularly among children exposed to extremist material and violent content online. They also highlight the challenge facing authorities as extremist threats become increasingly fragmented and less easily defined by traditional ideological categories.
