Britain Helps Ukraine Build Long-Range Missiles by Sharing Classified Technology

Britain has taken a significant new step in its military support for Ukraine by agreeing to share classified technical information that could allow Kyiv to assemble long-range SCALP cruise missiles domestically.

The British government confirmed that defence manufacturer MBDA has been authorised to release classified information concerning UK-made components used in the SCALP missile. The move is designed to remove a technical obstacle to establishing local missile assembly lines in Ukraine.

The announcement came during British Prime Minister Andy Burnham’s visit to Kyiv on August 24, his first overseas trip since taking office. Burnham travelled to Ukraine as the country marked its Independence Day and reiterated Britain’s commitment to strengthening Ukraine’s long-term defence capabilities.

SCALP is the French version of the Storm Shadow cruise missile used by Britain. Developed using British and French technology, the air-launched precision weapon has a range exceeding 250 kilometres and is designed to strike fixed and hardened targets, including command centres and other strategically important military facilities.

Ukraine and France have already been discussing plans to establish assembly lines for the missile inside Ukraine. Britain’s decision to release information about its components could now allow those plans to advance, shifting Western assistance from supplying finished missiles toward helping Ukraine develop a more independent domestic production capability.

The decision builds on Britain’s long-standing role in supplying Kyiv with long-range weapons. The UK became the first country to provide Ukraine with Storm Shadow missiles in 2023, significantly increasing Kyiv’s ability to strike military targets far behind the front line.

However, establishing local production will take time. Defence experts have cautioned that Ukrainian-assembled SCALP missiles are unlikely to provide an immediate solution to Kyiv’s current battlefield requirements, particularly its shortage of air-defence interceptors needed to counter Russian ballistic missile attacks.

The initiative also forms part of a broader expansion of British-Ukrainian defence cooperation. During Burnham’s visit, London and Kyiv signed an artificial-intelligence defence partnership that will give British researchers access to Ukraine’s battlefield-derived Avengers AI Labs while bringing British technological expertise into joint security projects.

Russia has criticised Britain’s missile technology decision as another escalation of Western involvement in the conflict. London, however, maintains that its assistance is intended to strengthen Ukraine’s capacity to defend itself and reduce its long-term dependence on foreign weapons deliveries.

If the Ukrainian production plans succeed, the significance could extend beyond additional missile supplies. Local assembly of a sophisticated Anglo-French cruise missile would represent another step toward integrating Ukraine’s rapidly expanding defence industry with those of its European partners while giving Kyiv greater control over its future long-range strike capabilities.
