European Commission Proposes New Measures to Strengthen Health and Healthcare Systems Across the EU

The European Commission has unveiled a new package of measures aimed at improving the health and healthcare sector across European Union member states, with a strong focus on fostering innovation, enhancing patient services, and strengthening the resilience of health systems. The initiative comes amid growing pressure on healthcare services driven by aging populations, workforce shortages, and rising costs.

According to the Commission, the proposed measures are designed to modernize healthcare delivery while ensuring equal access to high-quality care across the EU. A central pillar of the package is accelerating the use of digital health technologies, including electronic health records, artificial intelligence–based diagnostics, and cross-border data sharing to improve treatment outcomes and efficiency.

Innovation is another key objective. The Commission aims to support research and development in medical technologies, pharmaceuticals, and biotechnology by improving regulatory frameworks and increasing cooperation between public institutions, private companies, and research centers. Officials argue that this approach will help Europe remain competitive globally while speeding up the delivery of innovative treatments to patients.

The package also prioritizes patient-centered care. Proposed measures seek to reduce waiting times, improve access to specialized treatments, and strengthen primary healthcare services. Particular attention is given to vulnerable groups, including the elderly, people with chronic illnesses, and residents of remote or underserved regions.

Workforce challenges are also addressed. The Commission highlights the need to improve working conditions, training, and mobility for healthcare professionals, warning that staff shortages pose a serious risk to the sustainability of health systems across Europe.

EU health ministers and member states will now review the proposals, with discussions expected in the coming months. If adopted, the measures could shape the future of European healthcare by combining innovation, accessibility, and resilience—positioning health policy as a core pillar of the EU’s long-term social and economic strategy.
