Greece Proposes European Spectrum Union to Help Fund EU Technology Investment

Greece has proposed a “European Spectrum Union” that would direct some proceeds from future national sales of 6G mobile frequencies toward technology investment, offering a possible new source of funding for the European Union. The proposal was presented to EU ministers on Tuesday by Kyriakos Pierrakakis, who chairs meetings of eurozone finance ministers.

The Greek proposal puts the potential initial scale at €12 billion to €15 billion, while stressing that the figure is a planning assumption, not an official valuation or forecast. It does not include any possible future contribution from selected 5G rights.

The idea comes as EU governments negotiate how to finance the bloc’s proposed €2 trillion budget for 2028–2034. That budget must accommodate demands for defence and technology spending alongside established priorities such as agriculture and regional cohesion. Other funding ideas under discussion include using portions of emissions permit revenue and levies linked to imports, electronic waste and large companies.

The spectrum plan remains a proposal. Its funding potential depends on future frequency sales and agreement among the EU’s 27 member states on how any proceeds would be used.
